IPBA is managed by its Board of Trustees which is comprised of the four flag officers (Commodore, Vice Commodore, Rear Commodore, and Fleet Captain) and six Trustees, two from each section (South Sound, North Sound, and Gulf of Georgia). The Commodore is the chief executive and presiding officer of the Board of Trustees. The Board of Trustees appoints the Secretary and Treasurer.

Officers and Trustees are elected at the annual meeting in November. Committee chairs are appointed.
